Chapter 7 Chapter 13 Chapter 7 is for debtors whose debts are primarily unsecured such as medical bills or major credit cards. Unsecured creditors are paid from your assets that are not necessities. Chapter 13 is for debtors who have an income source sufficient to repay some of their debts over a three-year period. Chapter 13 is used by debtors with student loans, tax liabilities, some secured debts like cars, those behind on mortgage payments and for other reasons.
